Since everything is negotiable in RE. What's the best way to address previously unpaid taxes on a property without coming out of pocket? 

Have you seen banks eat back property taxes on a bank-owned property?

Typically the bank has foreclosed on the property and they should catchup the taxes at closing if not before.
