Issue 1099 MISC or not?

I paid a project manager to manage a new construction. When I asked him to issue 1099 MISC to all the subcontractors, he said since I paid them directly ( I issued checks), it will be my responsibility to issue them 1099s. I checked with the bank who issued my construction loan, they don't provide 1099 to my subcontractor wither. I don;t have an official business set up, thus I don't have a business TIN to issue 1099. Someone told me I will need to issue 1099 using my SSN which I am not willing to do so. is my understanding right, and how shall I handle this situation properly? thank you all!

You can get an EIN - and that way not have to use your SSN. A legal entity is not required for an EIN.
