Landlord responsible for overdue tenant utility billsin indiana?

Hey everybody I am in a predicament here and I’m not sure what to do about it.

Background: recently had to evict a tenant in Indiana for non payment of rent. I am in the process of getting the place fixed up and the utility company informs me that the former tenant has a $950 utility/water bills that is overdue and that it’s my responsibility to pay it. All utilities were in the tenants name and I thought with the new legislation in Indiana, Bill HEA 1347 public law 105-2019, that landlords were no longer to be held responsible for tenant utilities that were overdue.

Any advice that you can divide would be greatly appreciated!!
