Delaware LLC in Texas

I am trying to determine whether or not my Delaware LLC needs to be registered with the SOS in Tx. I spoke to the SOS and they stated they could not advise me as to whether or not my LLC would need to register as a foreign entity. I have done some research but haven't been able to find a clear answer. The LLC will own my 20 unit apartment complex and will have no employees.

Yes I could create a TX LLC, however I have the LLC in Delaware already setup.

The cost to register an out of state LLC in TX is $750. I did extensive research on the subject based on the definition of "doing business in this" based on the rules in multiple states includes owning real estate where there is a tenant of any type of commerce. In other words any activity besides owning raw land. The risks are great. For more information, here is a great article I found.
