Quit Claim with a Twist....maybe?

Help me out here in making sure I'm right or at least understand correctly.

woman divorcing man. Loan on property in both names. woman has POA for the property only and it does clearly state she can basically do and sign anything on his behalf. Warranty deed and POA are recorded at county and in plain view of public.

Divorce decree signed by them, states woman is awarded the house. Woman needs a quit claim signed by man and the divorce papers to refi according to mtg broker.

Only hold up is man is stalling on signing the quit claim. Since woman has the POA, doesn't it seem logical that she could sign for him, record it and call it a day?
