what should i do with violation notice? Sacramento county

I have a tankless water heater installed in front of my house (rancho cordova). City find out that I install without permit (nobody stay at home by that time), then he gave me a violation notice. after I received it, I took it out. 

Then I received a mail of notice and order with correction date 12/10. What should I deal with this issue? The main point is I don't want anyone get in my house because many many violation.
