Has anybody established their own Opportunity Fund with properties they own in Opportunity Zones? Or is there a consultant that somebody recommends? TIA.

I explored setting up my own OZ fund and I found lawyer John Monley at Murphy Austin in Sacramento, CA - he has set up a few funds, consults on others. He may be helpful to you.
