Victim of shady land owner

Hello, I recently purchased a property from my local lands available for taxes list (Duval County FL). Apparently the previous owner knew that he was at risk of loosing this and 9 other properties so he quit claimed all properties to trusts and created a blanket conservation easement restricting everything on the properties including simply parking on the land. None of the properties are actual conservation areas and I have contacted the epa and St John's County river management (Both agencies that handle conservation easements in the area) and they have no recorded easements. After further research I noticed that this guy has done the same thing with other properties before and someone at the property appraisers told me that they are aware of what he is doing but they believe it has no merit. I contacted the grantee of the easement and was told I needed to pay between $2500 and $5000 for them to remove it. (the grantee and grantor is under control of the same guy) Long story short, this guy found a legal loophole to keep control of property that he was about to loose due to back taxes. Is there anything that can be done?
