Referral for Attorney in Washington DC, Advice on Tenant Laws

Hi - I'd like to get in touch with an attorney on Washington, DC, who could educate me on local tenant laws. We have an uncooperative tenant in our property who is  resisting re-signing an expired lease, moving out, or paying increased rent. The tenant is a recent law school grad who is paying well under market value, and prone to litigious emails. Thanks in advance for personal/professional recommendations.
