When does my home get re-assessed for property taxes??

I purchased my CA home in 2011, and it now it is worth roughly double.  Of course, the property tax basis is still what I paid for it back in 2011.

We are considering building a large deck in our back yard that we would probably want to get permitted.  Will pulling a permit cause my house to get reassessed to the current value?  That would effectively double our property tax payment each year, costing us thousands of dollars a year.

But more generally, what are all the things that trigger a reassessment of value for property tax purposes?
