How can I find out if a property has any Liens or Debts

Hi I'm trying to buy a home and it has a cloud on the title. the owner is selling the home for 60% under market value so I know it comes with a catch. He also says since the home was a forclosure we have to do the closing at the title company which is whatever. I just really want to know the amount of debt the property has and if I will become responsible of paying it at closing.
