How to value a home at time of death for cost basis?

I have a seller asking how she can value a home she inherited in 2012 to get her cost basis.  I've searched the IRS website and can't find a clear answer.

Any help would be appreciated.

Usually need to hire an appraiser to do a historical appraisal. Basically pulling comps from that time period but it's a little complicated because of not knowing the condition of the property back then...
