San Diego Zoning change

Has anyone worked with the city of san diego on zoning changes for a residential neighborhood to change a single house to a 2-3 unit?  I have an 8600 SF home that already has an in-law suite of 1100SF.  I could easily change the remaining 7500 to 2 individual houses.

Is this easy enough to do permit and zoning wize?  Thanks,
