Deed to a house

I have a question regarding a friend in New York. She has to sell her house quickly  and she's going through a divorce, she's running out of money and time. She said that she's thinking of doing a short sale, but she really can't do anything until the divorce is finalized  and she has to pay $650 to get the deed in her name and she is having problems getting in contact with her soon to be ex husband so he can sign the papers. Is there another way she can get the deed in her name?
