Former owner refusing rent reimbursement

Hi all,

I purchased a duplex in Oakland a few months ago. Both tenants are Section 8. I filed the paperwork for rent reimbursement and sent it to the Oakland Housing Authority on time. However it took a while for OHA to process it, and as a result, January rent reimbursements were sent to the former owner, who cashed them. 

OHA says it's the owner's responsibility to pay me back. The owner says it's OHA's responsibility. 

Any suggestions on a best course of action would be greatly appreciated!
