HOA change in rental property policy

I recently turned my primary home into a rental. However I am concerned because I received the following.

Can I fight this? If this passes, do I have a valid legal dispute?  If I purchased my primary home and then leased this home out prior to this going into effect, will I still be subject to these new rules?
