Neighbors Property Taxes

My neighbor has lived in his house his whole life but he never transferred it into his name when his parents passed away. He is a senior citizen now and lives off of disability. He has all the documents necessary for a quitclaim deed but he hasn't paid taxes in the last 5 years and another company has already bought the unpaid taxes. I just received the amount in order to redeem the taxes and have 2 years to pay in full. I was wondering if anyone knows how to go about only paying a percentage of this? I am aware there is a way where I wouldn't have to pay anything at all depending on my area tax code. I live in Cook County. Any tips or people I may network with?
