Neighbor won't sign an easement agreement I need to close a loan

I am a landlord and am trying to close a loan and they are requiring an easement agreement for both houses to use a shared driveway. I own 5 feet and the landlord neighbor owns 5 feet.

The landlord neighbor has said no even though I explained to him the situation.

Wondering how I should handle this legally?

Legally is going to be expensive. A reasonable negotiation is better. If you want to be difficult tell your neighbor you are widening the driveway towards your property and building a fence right down the middle of your shared driveway. The easement that does exist is already “implied”. I see no reason for your neighbor not to agree to formalizing it
