you see it says the deposit is refundable, is it talking about the application fee? or?

My reading of this is there is if you fill out the form and lie, they keep the money.  If you apply and are not approved or accepted, you get the money back.  If you apply and are accepted, they keep the money and it becomes part of your deposit. The wording is really convoluted.
