Can you refinance your house to pay of a HELOC?

Hello, a friend of mine is further along in Real Estate than myself. He’s also a member of Bigger Pockets but isn’t getting any response to his post.

His question is if he takes 77k or maybe a little less on a HELOC to remodel his house from 3 bedrooms and 1 bath to 4 bedrooms 2 bath with a master. Can he still refinance his house after the remodel is complete to pay off the HELOC or should he look into other ways to finance his remodel?
