HLOC VS. CASH OUT refinance

I currently own a home that is free and clear and interested in doing either a cashout refinance or getting a HLOC. I have a pretty good idea as to what I want to do but I am curious to know which option would you take and why? I am open to hearing any strategies that you guys may have and also the pros and cons that you've dealt with through experience. Excited to see what feedback I get!! Thanks in advance!!

@Stanley Cenatus - I always lean towards a HELOC unless you know you have a place for your money to go right away. HELOC can just sit there and not cost you anything where refi you'll be paying interest on right away.
