Is 9.99% Interest on Seller Financing Legal In Pennsylvania?

I am selling a parcel of vacant land in Pennsylvania for $11750 with 9.99% interest on a 4 year loan term.  I was reading about state usury laws and now I am unsure if this is even legal.  Is this illegal in PA?  If so are there any loopholes?
