Cash out refi in texas

So im I'm looking into a Cash out refi red on my primary residence to potentially find my first deal however unsure of texas refi laws can anyone help explain and answer questions on texas refi laws??

@Eric L May. Most any Texas Lender can do a Cash out Refi. 

1. There may be variable stipulations about what percentage of the equity each Lender is willing to "Cash Out". 

2. Interest rates shouldn't vary tremendously from Lender to Lender. 

3. Where you'll find the most variance is in lender Fees. 

4. Watch if one lender is significantly lower on their interest rate, be leery of them making it up on fees.
