Wholesaling rentals .70 ARV

I'm looking at 2 possible wholesale deals both rentals, question is does the .70 of ARV apply the same for rentals?

    I pay more based on FMV, but I'm not interested in or qualified to do a ton of reno work. FMV and ARV need to be very similar. I'm ok with trash out, carpet, paint but that's about it.

    I pay about 80-85% of FMV for cash or if I have to get a loan, and up to 92% with favorable seller financing.

    But the rent to value must pencil.  Here it's close to a 1%er.  Know market rents to appeal to b&H ers.
