Can I get a HELOC while living abroad?

Hey folks, looking to get a HELOC to finance a new construction project in Mexico. I'm currently living down here but all my financials (assets, bank accounts, income, tax filings, etc) are in the US. Is that a deal breaker? Not a big issue? I have a US mailing address with a family member and a digital mailbox for business accounts.
