How can I find a private investors that in Philly area with out going on unsafe websites or websites that charge me $100 to see a list.

You typically don't get "private investors" off of paid websites and such. Private investors are all around you . You start with people you know - family, friends, your doctor, attorney, business colleagues, etc. Then you tell everyone what you do and what opportunities you offer. This is how you start finding private investors.
