WHAT'S A GOOD 30 YEAR FIXED MORTGAGE RATE FOR INVESTORS RIGHT NOW

I have a friend who is looking to refinance his free and clear investment property (condo rental) and he was telling me that the bank is offering him a 30 year fixed for 5.75%.  This seems kind of steep right now, as I've seen some 30 year home loans at 4%.  Is this high? What is a good 30 year fixed investment rate for refinancing right now? Thank you.

I have a 5.125% rate but it's also a very small mortgage.
