HUD loans for apartments

I have owned a 15 unit apartment complex for a little over 2 years. I bought it for 752k and I think it is maybe 850k-900k now. Rents up etc. My question is can I refinance it with an HUD loan? I don't like how the rates will go up and I like how these HUD loans can be fixed indefinitely. The thing that looks as if it will trip me up is the loan has to be for at least 750k. The current loan was for 525k originally. Anybody have some good info on the these?
