Lender won't provide closing estimate

I have a pre approval letter from Quicken Loans and I have asked twice for a fee sheet or a closing cost estimate and they are telling me they can't because they don't have any info about my future home.  I'm thinking that's why its called an estimate. I also was preapproved from another lender a couple years ago and was given the closing costs on a form with all the fees associated before even looking at homes.  I'm concerned about being able to lock an interest rate among other things. Is this normal for some lenders?
