Option to Purchase Deed?

Called county about my neighbor who I am hoping will get forclosed on and go away because he's a terrible eye soar. Lost his job a while back and his yard is a total mess.
Has an FHA with BOA
Taxes were paid in December.
Has a recent deed that says "John Doe has first option to buy this house until 2020" Can't remember the exact wording.
What does that deed mean?
