Refinancing My Personal Home for Cash

So, I've had this idea of doing REI for years but never acted on it. We'll I'm finally ready, and I'd like to pull out some of the equity from my home to fund my first rehab. I'll be contacting my lender soon, so my question is the following. Are most banks open to refinancing just so you can pull money out? Will I have to disclose what the money will be for? I believe I'll end up with a loan of about 60% of my homes value.
