Good HELOC rates

Recommendations (no solicitors please) for good lenders with low rates and options for HELOC. I'm in California, excellent credit, but don't have much equity now (just got appraised, sitting at 400 value with 300k remaining on first loan, so about 75% LTV. Looking for HELOC up to 20K. Thanks.

Check around with the credit unions. I just got one, and they lent up to 90% of their "computerized" value, which was almost spot on. No closing costs, no appraisals, & closed in a week.
