interest in a refi loan?

I own 2 rental  homes free and clear.

i am applying for my first refi loan.

according to what i read here, I can only take out 75% of the valiue--is that right? 

also, what interest rate can i expect to pay...will it be as low as a conventional loan,

or will i need to shop around for different rates? 

thanks!
