loan needed for high LTV

I have a house that I own free and clear, I'm trying to get a loan to make repairs so that I can continue renting it out. The last tenants left. Unfortunately, my LTV is at 75%. I never missed a payment on cards. My credit score is 677. I can't get a HELOC because of my LTV. I need the loan so I can pay down my cards so I can get the Heloc. At the moment the interest rates on the cards make it hard to catch up. Any ideas would be appreciated.
