If I get denied for a cash out refi, could I ask for lower LTV?
If I get denied for a cash out refinance, could I ask the lender to do a lower LTV?
Is this a good solution? Or would it be better to consolidate somehow?

@Mike Schorah yes you can ask for a lower LTV. The answer may depend on why you were turned down. Different lenders will have different programs and criteria.
