Buying Raw Land in NW Florida

Hey y'all!  So I'm thinking about buying a raw piece of land and putting a MH on it. I'm currently trying to buy something off-market so I can get a better deal.  A few questions..How do I find out if the land is buildable?  I have already checked zoning and it's zoned appropriately for what I'm looking to do.  It's pretty flat and there are lots of houses in the near vicinity.  I just want to make sure I don't buy a piece of land I'm not going to be able to do anything with. So questions..

1.  Who do I contact to find if I can sub-divide a particular piece of property?

2. How do I find out if the lot is buildable?

3. How do I find out if the lot is considered wetlands?  Would a land survey cover this?  

4. Is there anything major I should look out for in the NW florida area, Santa Rosa County to be specific?
