Pool contractor issue

Hello, amazing community,

We are just finishing a multi-million $ construction project and the last step is pool plastering and pool enclosure. Once done - we will be able to order the Appraisal.

Our pool contractor is making false promises about deadlines and work being done. Lies about completion dates. This delay is causing major problems.

Any recommendations on how to ‘’force’’ the pool contractor to complete the final step of his work?
