Roofing question for a flip

Peace. Currently working on a flip and the home needs a new roof. I am thinking about having a contractor lay new shingles over the existing roof. Is that a no no? Or is that pretty common? How will it impact me when it’s time to sell? The value?

Do the right thing and tear it off. My house has double layer, and I’m dreading the additional costs when I need a roof in a few years. From what I’m told, it has also lessened the life span of my top layer.
