I have a list of property owners back on taxes- what to do next?

I recently got access to the county database of home owners that are back in taxes. I want to reach out to these owners to see if they’d be interested in selling 1) to me as an investor or 2) to someone else and allow me to list their property as a Realtor.

I’m debating how I should approach these people. I can’t just say “Hey, I see you’re back on taxes— wanna sell?”

Or can I?😅

I was thinking about doing a hand written letter mailer to everyone (hundreds) on the list and then maybe trying to hunt down phone numbers for the properties that looked super interesting.

Any creative marketing ideas you guys have for me?
