Philadelphia tax abetment

We purchased a home over a year ago, gutted it, and went to sell it. The market had other plans, so we turned it into a rental and still under the HRM loan. We are in the middle of refinancing out, but we are getting nowhere with the tax abatement department. Has anyone had any success getting a hold of them and getting your paperwork approved? Any suggestions would be very helpful.

They're at least a year behind right now...literally things that were applied for a bit over a year ago are still not approved. You can go in person and ask for help and may get somewhere but generally they're going to refer you to the same person via email as they do everyone else and she doesn't return calls or emails and she works from home. They might want to check for a pulse.
