SOP to control repair expenses

Can any of you suggest any SOP I can implement with my property managers to reduce my monthly repairs expenses? It seems like every month tenants are requesting repairs and it kills my cash flow. I definitely want to make sure I am provide a safe property to my tenants but I want to make sure I am only paying for repairs i am responsible for and at lowest cost possible. Thank you
