Multi-million capital gain-set up qualified opportunity fund

Anyone familiar with setting up a QOF (qualified opportunity fund)? 

I am having a large capital gain this year and need to setup a QOF to move those capital gains in there. Plan is to invest those into a land and build ground up.

Any suggestions is appreciated.
