Baltimore city delays in recording title

Hello BP. 
someone might have a tip for me 

I just recently bought Few rentals in Baltimore MD. Was planing to refinance them right away to keep my BRRRR strategy moving.
And now found that city is about 12 months behind with  title transfer recording. 

So I can actually have two question here 

1

is there a way to expedite title transfer recording with the city?

Or 

2 Do lenders always looking to have a record at city database or there might be alternative ways to prove my ownership and actually get approved for Loan. 

Any directions will be greatly appreciated.
