VPN's for Skip Tracing

I am trying to find a VPN that allows my VA's (virtual assistants) to access FastPeopleSearch.com in order to skip trace. I haven't found much luck as they keep getting a "1020 Error". Customer support says the website might not be accessible outside of the US, but they aren't sure. What are some VPNs or other strategies you use to skip trace?
