Calculating for OPEX in San Diego

To all my investors and rehabbers out here in San Diego: 

Curious as to how you calculate for your OPEX when analyzing deals. Are you including CapEX? Property Management Fees? What's your average OPEX % on small multifamily 2-4 unit properties here in SD.
