Should I be refinancing now?
I’m on my first investment property with aspersions to purchase my second with 4-6months. Should refinancing now to fund the cost of rehab on my existing property, plus funding the cost of the new purchase wise in our current climate?

No idea, there's not enough information in your post. If your plan is to refinance the property at some point, and you can find a lender who can do it now and meet all your terms, why not? From what I've seen, you're probably going to have a hard time finding lenders willing to do a refinance at the moment.
