Raising rental value

I have seen quite a few multifamily units on the same block for sale, which I know at times can be a red flag. However, after doing all Due diligence and everything checks out.. is it possible to singlehandedly raise the rental value of that particular area? I have my eyes on this new construction project with multiple properties that I feel has a low rental value because of the older property behind it.. if I purchase enough of these properties is it possible to get what they are worth in rent every month?
