Best states and cities in the mid-west & in the south to Buy Rental properties

I live in MA but I am thinking on investing out of state in Rental Properties.
Would like to hear from personal experience, cities or counties that an investor can find good bargain and decent tenant.

What people keep failing to mention is that a buyer is not gonna come to Memphis or any other market and get a home for $40K all in that rents for $850 per month or $8k-$12K with minimal rehab that rents for whatever. Those are the prices that the wholesale investor is in at and will most likely mark up the price to turn a profit. I can do this here in Memphis but I could not go to another market and expect to do it as I would be unfamiliar to the area.
