Don't know about Texas, but if you were a foreign corp wanting to business in California you would have to register with California.

So, call or write the Texas department that handles corporations, and get it directly from the horses mouth. Probably have to register because they wouldn't want to lose the chance to get some money out of you somehow through fees or taxes.
