How To Get Sellers To Offer First

Hi BP,

I have read some articles on this but am looking for some experienced people to chime in here. It seems like people either don't know or aren't willing to just give me an offer on their house. If they say market value what do you suggest I respond with? Do I just say thank you if you are interested call me back

or

"is that the best you can do" followed by how much if I told you I could pay you all cash followed by "if i told you that you could leave your house as is and have the home sold within 3-4 weeks maybe even 2 what would you be able to do?"
